Prior to 1928, the Lincoln Highway entered Ohio at East Liverpool on what is now route 39 from Pennsylvania to the east. In 1928, the route was changed to enter from Chester West Virginia across the Ohio River. The Lincoln Highway left East Liverpool westward on what is now state route 267, eventually meeting up with and following US 30 into Lisbon. Stay on US 30 through Hanoverton, Kensington and East Rochester to Stark County.

![]() Speed traps are not a new thing. From 1913 to 1928, the Lincoln Highway came into Columbiana County by way of Pennsylvania to the east, following the path of the winding Ohio River north bank. It was often foggy drive, compounded by a string of Pennsylvania boroughs who viewed the transient motorists as a source of income for the treasury. When Association officials failed to reason with local officials, West Virginia offered to build a road through it's panhandle hooking up with East Liverpool from the south. The road was completed in 1928 and cut thirteen miles off the route, reduced travel time in half because it went through open land, and saved the tourist a few dollars in fines.
